STAIRs
About STAIRs?
STAIRs stands for Social Tenants Access to Information Requirement scheme. It is a new standard introduced by the UK Government to enhance transparency for customers and residents of social housing providers, such as Ross Walk.
The government requires that all housing providers introduce a STAIRs Publication Scheme before October 2026. Ours is provided below. It will be updated and enhanced as more guidance and requirements about the scheme’s contents are provided by government.

Governance and Decision-Making
- Our Structure: Who is responsible for what within Ross Walk. See committee/management structure and who makes decisions.
- General Meetings: What decisions have members made at AGMs and general meetings. Agendas, minutes and voting results demonstrate that members have a say in important decisions.
- Co-op Rules: What are the formal rules that Ross Walk has to operate under. The signed Rules are effectively the Co-op’s constitution.
- Strategic Vision: Where is Ross Walk going and what does it want to achieve? The Business Plan demonstrates the Co-op has considered its future rather than simply dealing with day-to-day issues.
Spending and Financial Data
- Rent & Service Charges: How are rents and service charges decided.
- Financial Statements: What has Ross Walk actually spent its money on?
- Cooperative Allowances: Can committee members claim expenses and, if so, what are the rules.
- Grants & Funding: Where do our grants and funding come from?
Housing Stock Management
• Maintenance Programs: What maintenance and improvement work is planned.
• Asset Management Strategy: How will Ross Walk look after and invest in its homes over the long term.
• Sustainability & Energy: How is Ross Walk dealing with energy efficiency and environmental issues.
Performance
- Tenant Satisfaction Measures (TSMs): Are residents happy with the services they receive. See Our latest annual TSM survey scores and performance data results
- Health & Safety Compliance: Are the required safety checks being completed
- Repairs Performance: How quickly are repairs being dealt with.
- Tenancy Legal Actions: How often does Ross Walk need to take formal action against tenants.
Housing Services
- Tenancy & Membership: What does it mean to be a Ross Walk tenant and member and what are their rights and responsibilities.
- Anti-Social Behaviour (ASB): How does Ross Walk deal with anti-social behaviour and support residents affected by it?
- Estate & Communal Services: Who is responsible for things such as communal areas, bins, gardens and shared spaces.
Complaints, Redress, and Information Requests
- Complaints Procedure: How can a resident complain and what happens after they complain.
- Ombudsman Compliance: Is Ross Walk following the Housing Ombudsman requirements for handling complaints
- STAIRs Request Transparency: How many requests for information has Ross Walk received and how has it responded.
Lists and Registers
- Asset Profile Summary: What types of homes does Ross Walk own/manage and roughly how old are they?
- Public Registers: What statutory information is available through the relevant regulatory/public registers?
- Registers of gifts and hospitality: Have committee members been offered gifts or hospitality that could influence, or appear to influence, decisions. Register of gifts and hospitality
- Registers of interests: Logs detailing personal, financial, or business interests declared by committee members to manage conflicts
- Asset and property registers: What properties, homes and other assets does Ross Walk own?
Information Requests
The second element of the STAIRS scheme is that the government requires that all housing providers implement processes to respond to information requests from their tenants by April 2027. Ross Walk is currently developing these processes and will publicise them when they are introduced.
This scheme is maintained and updated by Ross Walk Cooperative Housing Association Management Committee. We plan to review all public links quarterly to ensure information remains accurate and accessible.
